Headquarters, South China Command,

Hongkong, 6th November, 1914.

In reply to your letter No. 3302 dated the 5th instant,

and in deference to Your Excellency's repeated request, 1

have the honour to report that I will give the necessary

orders regarding Messrs. Maus, Bitzer, Nagel and Maute.

I do so under respectful but strong protest on Military

and (I am authorised to say) Kaval grounds.

These men will have great facilities for communicating

information likely to be of value to our enemies and for

spreading anti-British rumours amongst the Chinese.

Everyone of them is a potential spy with an intimate

knowledge of this Colony; to have them within a few miles of

it is a risk which I, as a Military Commander, would not

myself incur.
